Petitions to release former President of Mongolia N.Enkhbayar on bail
The issues surrounding the Head of Mongolian People's Revolutionary Party (MPRP), the third President of Mongolia N.Enkhbayar, who has declared a hunger strike, have not subsided over the past weekends. On May 11, 2012, his health condition drastically deteriorated and was transferred to the reanimation department of the Hospital.
The former President was categorically refusing to receive medical assistance, thus the Governor's Office of Bayanzurkh district, Ulaanbaatar city and Police Department of Ulaanbaatar city have released a decision to force medical treatment on N.Enkhbayar. However, N.Enkhbayar’s family opposed this decision. They said there was a risk for a stroke of heart failure if medical treatment forced on a person who was already in a critical health condition, but they would give him medical treatments if he was released on a bail. Moreover, the doctors who were showing medical care were also puzzled, thus they announced a press conference on May 12, 2012, to give information on health conditions of the former president. The Director of the Second General Hospital G.Bayasgalan requested, “Evaluating N.Enkhbayar’s general illness conditions and examinations, due to the 9 day long hunger strike, he is in nutrition deficiency as well as changes are occurring in his blood circulation, breathing, liver and kidney and thrombosis conditions. If this hunger strike continues it will be of extreme danger to the life of the patient, thus this hunger strike needs to be stopped immediately. It is very critical to sustain his life. Please release him on bail so to give him medical treatment.”
As doctors announced that N.Enkhbayar’s life was on the brink, members of the MPRP have submitted a requirement to the President, Prime Minister and Speaker of the Parliament to immediately release N.Enkhbayar for medical treatment. Furthermore, N.Enkhbayar’s mother delivered an open letter to the mother of Ts.Elbegdorj (current President of Mongolia) asking to save the life of her son. Also, 108 women with the “Aldart Ekh” medal (Famed Mother) have addressed the Government to release the former President on bail and have announced a press conference. Moreover, Amnesty International Mongolia calls on the Mongolian Government to ensure that former president N.Enkhbayar, who has been detained since April 13, 2012 on accusations of involvement in corruption offences is to be treated in line with international human rights standards, including with respect to his rights of access to lawyers, contact with family members, adequate medical care, and the right to liberty.
As conditions have become rigorous, yesterday (May 13), three members of the State Great Khural (Parliament); the Deputy Head of MPRP D.Terbishdagva, Secretaries of MPRP Ch.Ulaan and O.Chuluunbat have met with the President of Mongolia Ts.Elbegdorj to discuss on the matter of releasing N.Enkhbayar, however they have not reached an agreement. President Ts.Elbegdorj said, “I have warned not to declare a hunger strike from the beginning. As for the issue of releasing him on bail, talk to the associate organizations within juridical frames. This is not a matter for me to decide.” Whereas the Board of the Mongolian People’s Party has held a meeting and decided it was proper to release N.Enkhbayar on bail.
During these events, the residents of N.Enkhbayar’s birth land Chuluut sum, Arkhangai aimag, have announced the formation of their movement to protect N.Enkhbayar.
