The First Session of the Sixth State Great Khural makes its inauguration on July 06, 2012
Meanwhile, the Mongolian People's Party (MPP) reported yesterday that the party representatives would not be attending the closing ceremony of the old session and the opening of the new, also on the oath taking ceremonies. Where the Chairman of the MPP group in the State Great Khural (Parliament) U.Enkhtuvshin had stated, “The General Election Commission of Mongolia is to give to the President the names of all candidates that were acknowledged of their victory by its electoral commissions and who received their temporary membership certifications, but the General Election Commission has not delivered the names of two candidates who were elected from the MPP. The First Session comes in force with the minimum attendance of 57 members of the Parliament. This is cited in the Constitution, thus the oath taking ceremony would be unable to take place without the MPP representatives”.
Despite the fact, this morning, the Head of MPP S.Batbold and MPP Secretary General U.Khurelsukh made a statement to the reporters; they had announced that the MPP group would be attending the First Session as to honoring peace and the future of the country.
Consequently, at 10:25 am today, the President of Mongolia Ts.Elbegdorj made the opening speech of the session. After which at the beginning of the session, the
newly elected members have addressed the Head of the General Election Commission (GEC) N.Luvsanjav with their questions regarding the
2012 Parliamentary Elections.
Where the Chairman of the MPP group in the Parliament U.Enkhtuvshin asked why the names of two MPP members that won in the 10th electoral district (Uvurkhangai aimag) were not given to the President, why the amendments on Election regulations were made prior to the Election Day, dismissing
the process of separating the voting sheets into valid and invalid, and why the request of hand counting was not accepted at some electoral districts.
The Head of the Democratic Party (DP) N.Altankhuyag asked why
the candidates that won in the 15th (
Uvs aimag) and the 20th (
Orkhon aimag) electoral districts were not eliminated, when there was an occurrence of distributing money to voters. The question and answers were concluded as the Head of GEC N.Luvsanjav gave an answer that every process has been conducted within the frames of the law.
Following to answer questions, the oath taking ceremony of the newly elected members was held, where out of
the 72 members that were supposed to be, only 69 members have attended. The three members of the “Justice” Coalition (MPRP-MNDP), O.Baasankhuu, Ts.Oyunbaatar and Ts.Tsolmon were absent at the ceremony. The full rights of these members are to be validated after their adjuration ceremony.
The most elder member D.Demberel, 71, led the session and read the Parliament resolution that validates the full rights of the new 69 members, after which the session took a break. Thus, the new Parliament is now in force starting today July 06, 2012.
