First draft bill has been submitted at the Parliament of Mongolia
The Parliament session meeting is ongoing despite the MPP members' non attendance. At the session meeting that took place on August 01, 2012, the first draft bill has been submitted to the Speaker of the State Great Khural (Parliament).
Parliamentarians N.Batbayar, Ts.Davaasuren, S.Erdene, N.Battsereg and Kh.Temuujin submitted a draft bill on attaching amendments to the Law of the Parliament of Mongolia. According to the present law, the Parliament consists of 7 Standing Committees and 11 subcommittees. The draft bill reflects to form a new Standing Committee on Petitionary receiving civilian comments and complaints, also to re-set the number of members in each Committee between 10 and 19 in order to enable them to conduct the operational work in a timely manner, and the third amendment reflects that a member shall also have a membership in not more than three other standing committees at the same time (currently a member belongs up to two committees).
The State Structure’s Standing Committee comprises a subcommittee on receiving civilian comments and complaints. But it holds limited legitimacy to respond to all complaints and to be carried out by its full authority. The initiators of this new draft bill are deeming that with the forming of this new Committee, Parliament’s monitoring and auditing will be increased, civilian participation in law making will be improved and elements of direct democracy can be facilitated in the Parliament.
The Speaker Z.Enkhbold voiced his appreciation to the initiators and said that the Parliament would discuss the draft bill urgently.
The session meeting is scheduled at 03:00 pm on August 02, 2012, informed the Press and Promotion Department of the Parliamentary Secretariat.
